Newsom Proposes Free Diapers for California Families with Newborns

California families welcoming newborns may soon receive free diapers thanks to a new proposal in Governor Gavin Newsom’s budget. The initiative, announced on Friday, aims to provide a three-month diaper supply to families, regardless of income, if it passes.

The plan includes $7.4 million for this year and $12.5 million for the next to distribute up to 40 million diapers in the first year and 80 million in the second.

While food insecurity is a major concern for low-income families, many struggle with diaper costs as well. Diapers are not covered by food stamps and are often not available at food banks. This proposal comes as California lawmakers, particularly female legislators, have worked to address diaper affordability in recent years.

If approved by the Legislature and included in the 2025-26 budget, the funds would be directed to the Department of Health Care Access and Information. The department would then contract with hospital systems to provide the diapers at no cost to families.

The initiative seeks to improve maternal and infant health outcomes. Assemblymember Liz Ortega, D-San Leandro, has long advocated for state funding for diapers, citing the struggles of families unable to afford the essential supplies.
