Verkhovna Rada Committee Recommends Bill to Recognize Education of Ukrainian Children Abroad

The Verkhovna Rada’s Committee on Education and Science has recommended that parliament pass a bill to officially recognize the educational achievements of Ukrainian children studying abroad. This recommendation follows the first reading of Bill No. 12375, as reported by the press service of the Servant of the People party.

The committee concluded that the bill should be adopted as a basis for further legislative action.

The proposed legislation seeks to amend Article Six of the Law on Complete General Secondary Education. It would grant Ukrainian citizens the right to have their educational results recognized, whether gained through formal or non-formal education in institutions located outside Ukraine. This would apply, except in cases where the foreign country is recognized by Ukraine as an aggressor or occupying state. The recognition process would follow procedures approved by the Cabinet of Ministers.

Serhiy Babak, the bill’s author, emphasized that the legislation would provide a legal framework for the Cabinet of Ministers to create regulations for recognizing the educational results of Ukrainian children who have studied abroad.

However, a challenge remains regarding educational centers established after February 24, 2022, which operate under various statuses. Some of these centers are officially registered schools in their host countries, while others are informal educational institutions, including weekend schools and small citizen-run associations. Many of these centers use textbooks supplied by Ukraine.

Babak noted that between 700,000 and 1 million school-age children have left Ukraine since the beginning of Russia’s full-scale invasion. He stressed the importance of maintaining strong ties with Ukraine’s education system, hoping that these children will return to the country once the war is over.

Additionally, Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov shared future plans for developing the Mriya educational ecosystem. The app for students will soon feature personalized recommendations to enhance learning opportunities.
