Eric Hoy, Chief of the Cole County EMS, shared his motivation for implementing the box, explaining that the idea was first introduced by a task force to the Jefferson City Public Safety Committee earlier in 2024. After discussions with various public safety departments, the team decided that the new Cole County EMS facility on Adams Street would be the ideal location for the box.
“We are currently working on securing the funding, and in the next couple of weeks, we hope to make an official announcement to the community,” said Hoy. The planned installation of the baby box represents the department’s continued commitment to providing resources for families in crisis and ensuring the safety of newborns.
How the Safe Haven Baby Box Works
Once the baby box is installed, it will be equipped with a state-of-the-art monitoring system that ensures immediate response to any surrender. Medical professionals will then be dispatched to retrieve the child and transport them to a hospital for immediate care. The Safe Haven Baby Boxes initiative was founded by Monica Kelsey, a woman with a deeply personal connection to the cause. Kelsey, who was abandoned as an infant in 1973, has dedicated her life to ensuring that other newborns are not left in unsafe situations.
“I started Safe Haven Baby Boxes based on my own beginnings of being abandoned as an infant,” Kelsey explained. “I took my pain and my story and I turned it into something better for others.”
Inspired by a similar initiative she saw in Cape Town, South Africa, Kelsey worked tirelessly to bring the concept to the United States. In 2016, she launched the first Safe Haven Baby Box in Indiana, and since then, the program has expanded to 14 states, providing a vital resource to parents in crisis.
The first Safe Haven Baby Box in Missouri was opened in Mehlville in August 2023. Just months later, in February 2024, a baby girl was safely surrendered in the box and transported to medical care, highlighting the importance of this life-saving program.
Brian Hendricks, the Fire Chief in Mehlville, who helped implement the box in his community, expressed his commitment to supporting parents facing difficult decisions. “Six months ago, I made a pledge to any woman that would have the courage to go through what I could only imagine could be a horrible, horrible thing that we wouldn’t let her down,” Hendricks said in a press conference.
Jefferson City’s Plans for the Baby Box
The Safe Haven Baby Box planned for Jefferson City will be the second in Missouri. While the project is still in its preliminary stages, Cole County EMS is working to secure the necessary funding to make the box a reality. The department is aiming to raise at least $25,000, with $15,000 allocated for the installation of the box itself, and the remaining funds dedicated to ongoing maintenance and upkeep.
“The Pregnancy Help Center has already indicated that they have funds available, so we believe a large portion of the goal will be covered by them,” Hoy explained. “However, we also need the community’s help to raise money for ongoing maintenance and installation of the box.”
Hoy, who is also a father, expressed a deep sense of pride in bringing this resource to Jefferson City. “As a dad, it brings me a sense of pride to know we can provide a safe place for mothers in need,” he said. He encouraged any parent contemplating giving up their child to reach out to the Safe Haven Baby Box hotline for support and guidance.
“We’re charged on a daily basis with delivering care to all those in need, so we feel this is just another way to do that,” Hoy added.
The EMS department hopes to have the baby box installed and operational in the first half of 2025. Once active, it will provide a much-needed safety net for parents in the area who may feel they have nowhere to turn.
